About Us

Debbie Higgins is the President and Co-Founder of Higgins Capital.

She’s the consummate professional with more than 40 years of experience working with institutional fixed income investors. Her expertise has focused on trading bonds, structuring investment portfolios and creating institutional investment policies.

Debbie was raised in an Army Family. She worked her way through college as a bank teller. Following a stint in bank management she was recruited by Merrill Lynch and relocated to San Diego.

At Merrill Lynch, Debbie specialized in institutional fixed income for California Local Government Agencies. She co-founded Higgins Capital in 1996.

Debbie is a recognized authority on investing for California local governments. She was appointed, by the California State Treasurer, to serve on the California Debt and Investment Advisory Committee. This committee created the investment primer for California Local Government Agencies.

Debbie is a member of the Investment Advisory Committee for the City of San Diego. She is a member of the California Municipal Treasurer's Association (CMTA). She serves on CMTA’s Investment Policy Certification Committee and on the Education Committee. She is an active member of the California Association of County Treasurers and Tax Collectors (CACTTC).

In addition to giving back to professional organizations, Debbie also gives back to the San Diego community. She has served as Treasurer on the Boards of the Center for Community Solutions and the San Diego Chapter of the National Association of Women Business Owners. She is a founding member of the Miracle Circle's Auxiliary for San Diego's Miracle Babies non-profit. She is a member of the Finance Committee for the Alliance Healthcare Foundation.

Debbie is married and the mother of a daughter. She is the matriarch of her extended family and embodies compassion, determination, strength, and wisdom.

Ray Higgins is the CEO and Co-Founder of Higgins Capital.

He is a fiduciary financial advisor with more than 40 years of experience in investment management and financial planning.

Ray grew up in a San Diego Navy Family and graduated from the U.S. Naval Academy. He served as a Surface Warfare Officer in the Western Pacific, Indian Ocean and the Persian Gulf.

After his Naval Service, he returned to San Diego and joined Merrill Lynch. He met his wife, Debbie, at Merrill Lynch and together they co-founded the Merrill Lynch San Diego Institutional Group.

This institutional group invested for local government agencies, banks, corporations and non-profits.

Ray and Debbie founded Higgins Capital in 1996.

Their vision was to create an environment where they could bring their institutional expertise and insight to both institutions and individuals.

Ray takes a holistic approach to his clients and their financial needs. His expertise includes Family office services, 401k management and customized portfolio management.

Ray is a dedicated family man. He and Debbie have one daughter who lives in San Diego and also works as a finance professional.

Ray is a lifelong blood donor and active in local charities. 

He is a member of the San Diego Yacht Club and an avid waterman.
